Job Description

Responsible for building and operating an enterprise-level program portfolio management office (EPPMO).  Establishes processes and practices to support and monitor a portfolio of large-scale transformation programs and smaller yet critical projects throughout the lifecycle, from intake through execution and post-completion review.  Responsible for identification, monitoring and reporting project interdependencies, risks and issue resolution. Responsible for resource coordination in support of programs and projects with stakeholder groups across the business.  Collects key metrics and summarizes the portfolio of projects for bank leadership. Manages a team that may include project managers, business analysts and possibly other support personnel.  Manages a project management center of excellence, setting project best practices, processes and policies.  Coordinates with senior leaders and their support staff leading a variety of programs and projects across the enterprise.

The essential functions include, but are not limited to:

  • Works with other business leaders to develop a mature program management office function to industry best-practice levels.
  • Directs the day-to-day activities of the Enterprise Program Portfolio Management Office (EPPMO).
  • In cooperation with sponsors from across the business, develops and presents for executive approval the portfolio of proposed transformational programs and projects, and related budget estimates.
  • Tracks the progress of in-flight programs and projects to senior management and manages the enterprise-wide prioritization process for incoming programs and projects.
  • Develops and supports the process of tracking the supply and demand of bank resources supporting programs and projects.
  • Ensures projects are appropriately planned and adhere to agreed upon project management methodology, and that risks, issues and dependencies are identified, monitored and proactively managed to minimize disruption to successful delivery.
  • Leads and coordinates the project management community of practice/center of excellence.
  • Establishes and enforces methodology for project reviews, approvals, stage gate processes, deliverables, and internal and external audit standards.
  • Ensures monitoring of progress against all projects is timely and accurate, and enables project sponsors and stakeholders to have visibility and sufficient information to make the required decisions.
  • Drives performance of overall portfolio through effective stakeholder engagement and continuous improvement activities that ensure the project portfolio is aligned and prioritized against strategy and business goals.
  • Establishes and manages relationships with senior business and executive stakeholders and other program/project sponsors to ensure visibility and commitment to portfolio objectives and performance.
  • Proactively communicates and advises stakeholders on key decisions regarding project direction and evaluation of alternatives.
  • Prepares and delivers executive level status updates of projects activities and status.
  • Develops and implements new systems and processes to optimize project management functionality and in support of continuous improvement efforts.
  • Facilitates, in cooperation with governance committee and resource/capacity planning function, the resource needs of the enterprise transformation agenda; tracks utilization; determines and assesses need for additional staff and/or vendors. 
  • Manages staff. Sets performance standards, manages workflow, grants authorities, evaluates performance, provides coaching/mentoring, and recommends personnel actions within delegated authorities. Consults with Human Resources as appropriate.
  • Serves as the subject matter expert, and offers technical expertise and coaching in project management, project planning, budgets and change management methodologies.

Basic Qualifications

  • Bachelor’s degree in business, information technology, or relevant discipline.
  • Ten (10) or more years of experience managing complex business process improvement and systems integration initiatives with on-time, on-budget delivery; or an appropriate combination of education and experience.
  • Five (5) or more years of experience within a formal program management office structure, and at least three (3) or more years leading a program management office.
  • Three (3) or more years of supervisory/managerial experience.

Preferred Qualifications

  • Master’s Degree and/or Certification in Project Management Professional (PMP) preferred.
  • Experience building a PMO function preferred.
  • Proven ability to successfully manage multiple significant projects at one time, injecting forward momentum to drive projects forward, while identifying risk areas, proactively determining appropriate mitigation strategies, managing project obstacles and presenting alternatives for issue resolution.
  • Experience developing cost/benefit analyses for projects and developing/delivering executive level presentations.
  • Ability to translate and execute on developed roadmaps and vision materials for a program encompassing multiple related projects.
  • Knowledge of common corporate business functions, with the ability to develop significant content expertise in the business area(s) where most projects are managed (Finance, Operations, Credit, Relationship Management, etc.).Understands the business impacted by the program, current trends and information that could impact the business and organization.
  • Experience managing the work of vendors, subcontractors and partners, including the execution of vendor contracts to ensure adherence to contract provisions.
  • Demonstrated teambuilding skills, with the ability to effectively facilitate and positively motivate teams to instill accountability for on-time and within budget project delivery.
  • Ability to facilitate large group discussions for collaboration on planning, requirements, design and training/implementation project phases.
  • Skilled at building and maintaining effective working relationships with executives, middle management, and project team members, with the ability to gain and retain senior level CoBank confidence to execute complex projects.
  • Strong interpersonal and leadership skills, with the ability to exercise influence cross-functionally, work collaboratively and build and maintain effective relationships with all levels of executives, internal team members, customers, and other stakeholders and partners.
  • Fosters and encourages frequent, open and honest feedback; learns from setbacks and mistakes to drive improvements.
  • Independently seeks out learning opportunities individually and for the team.
  • Demonstrates critical thinking, problem solving and conflict management skills.
  • Excellent verbal and written communication and presentation skills.
  • Knowledge of Microsoft Office applications (MS Project, Outlook, Word, PowerPoint and Excel).
  • Experience working with internal and external auditors and regulatory examiners preferred.
  • Experience in financial services, lending/leasing business, agribusiness, communications and energy companies, international, and/or cooperatives preferred.
